Developments: ALE is included in Economic Reform Programme
EAEA’s member, Centre for Vocational Education and Training (CSO) states that the adult learning and education situation in Montenegro has practically remained the same with no major changes in policy or implementation. The funding situation has remained the same as well. In 2019, the government adopted a four-year National Plan for Adult Education (2019/2022). The plan draws on a range of recommendations from European policies, including Upskilling Pathways, the renewed Agenda for Adult Learning, the Strategic framework for European cooperation in education and training (ET 2020). ALE components are also included in Montenegro Economic Reform Programme for 2021-2023, so in theory adult learning is described as a unique part of education system, but in practise it is marginalised.
